Free CCPlayer Closed Caption Subtitles Player Released to Help Companies Comply with 2011 FCC mandates.
On October 8th 2010, President Obama signed into law, the Twenty-First Century Communications and Video Accessibility Act of 2010.
In June of 2011 the FCC is mandated to create a series of guidelines that regulate and require web video to be closed captioned, just as broadcast and cable is now.
This means that all video creators will be responsible for providing closed captioning on all of their video content.
Simply put, if you create online video, you will be required to add subtitles to the video. While it is possible to add text while the video is being edited, it is easier to add it in the video player, especially for content already created and released previously. Ahead of the June 2011 timeframe, FLV Hosting is releasing CCPlayer for free download today.
With this regulation in mind, FLV Hosting has launched a free video player with closed captioning capabilities, including language choices. It's called CCPlayer, and is available for free download at www.ccplayer.com
"FLV Hosting prides itself at being at the forefront of simple online video tools and applications." said Mike McGuinness, VP Sales of FLV Hosting. "In this case, we took a potentially very high cost problem and solved it with simple programming that can be implemented immediately and be in compliance of the law. CCPlayer is a turnkey administration system allowing rapid subtitle delivery of the subject matter, with almost limitless uses."
CCPlayer is powered by a simple XML file that can be edited to suit the required subtitles, along with language choices, and the key times needed to display the captions at the correct moment. The player is free for personal use, and has a one time license for commercial use. CCPlayer will be a real cost saver for companies, who will not have to pay for a company to add the subtitles to the video on the company's behalf. In general, that cost can range about $1 per minute. Instead, the XML file can be altered to suit just by understanding the placement areas for the subtitles.
